At its Annual Meeting in May, the Howard County Chamber of Commerce proudly welcomed a new class of Board of Directors. These accomplished leaders bring a wide range of expertise in business, healthcare, workforce development, finance, law, human resources, technology, and community engagement. Their perspectives will help guide the Chamber as we implement our 2026-2028 Strategic Plan and continue our mission of helping local businesses grow, succeed, and thrive. We are excited to introduce our newest Board members:
Cristina Ciorna, HR Director, Giant Food
Cristina brings extensive experience in talent management, workforce development, and employee engagement from one of the region’s largest employers. Her expertise in building strong workplace cultures will be a valuable asset as the Chamber continues to support employers throughout Howard County.
Arin Foreman, Vice President and Deputy Chief of Staff, CareFirst
As a senior leader at Maryland’s largest health insurer, Arin offers a unique perspective on healthcare, corporate leadership, and community impact. CareFirst’s longstanding commitment to improving the health and well-being of Maryland residents makes Arin a strong addition to the Board.
Eric Gunderson, Attorney, Davis, Agnor, Rapaport & Skalny
Eric’s legal expertise and deep understanding of the business community will help strengthen the Chamber’s advocacy and membership efforts. His experience advising organizations on complex issues provides valuable insight as the Chamber navigates an evolving business environment.
Rochelle Hazzard, Assistant Vice President, Tower Federal Credit Union
Rochelle brings significant experience in financial services and community engagement, and also leads the TowerCares Foundation. Her commitment to supporting individuals and businesses through financial education and access to resources aligns closely with the Chamber’s mission.
Shawn MacInnes, President and CEO, Columbia Association
As the leader of one of Howard County’s most recognized organizations, Shawn offers extensive experience in strategic leadership, community building, and organizational management. His perspective will help strengthen the Chamber’s connections throughout the community.
Jeff Richmond, Director of Apprenticeship and Workforce Innovation, Howard Community College
Jeff has dedicated his career to workforce development and creating pathways for individuals to gain valuable skills and employment opportunities. His expertise will support the Chamber’s growing focus on workforce initiatives and talent development.
Toni Toomey, CEO, Secom Security Technologies
Toni leads a security technology company with a strong local presence and a reputation for innovation. Her leadership experience and understanding of technology, operations, and business growth will provide valuable insights to the Board.
Claire Duarte, Owner, The Columbia Mom
Through The Columbia Mom, Claire has built one of Howard County’s most recognized community platforms, helping residents discover local businesses, events, and opportunities while fostering a stronger sense of connection throughout the region. Her passion for supporting local organizations and her ability to engage thousands of community members make her an excellent addition to the Chamber’s Board of Directors.
In addition to these new members, the Chamber’s Board is composed of business and community leaders representing a wide variety of industries and organizations throughout the region. Together, they provide strategic guidance, support the Chamber’s advocacy efforts, and help ensure that our programs and services continue to meet the needs of our nearly 800 member organizations.
